Bill has more than 15 years experiences in the ICT industry and is instrumental in ICT strategy & programme management. He is currently overseeing the industry adoption and strategic projects of the nationwide e-invoice initiative at IMDA Singapore.

Prior to holding office as Assistant Director in IMDA, Bill’s past portfolios include the smart nation platform in the Prime Minister’s Office and Next Gen NBN programme in the then-Infocomm Development Authority. Bill has also served as smart city strategy consultant in the private sector, having advised 5 overseas government on smart city planning. He has a Master of Science in Technology Management with NUS and Bachelor of Engineering (first class honours) with NTU.
